Kailash Nath Singh
Kailash Nath Singh retired as Member (Technology), Telecom. Commission, Govt of India on 31st July, 2002. after a glorious versatile career spanning more than 35 years in the field of telecommunications covering almost each and every area of activity like Switching, Transmission, Access network, GSM and CDMA networks, Intelligent network, Spectrum issues as well as Internet.
His vast experience covers various aspects such as planning, project management, operation and maintenance, material management, quality control, research and development as well as financial and commercial aspects.
Kailash has undertaken projects in different countries under TCIL, APT and UNDP.
Kailash was a Director on the Board of BSNL, MTNL, HTL and ECIL
Work Experience:
- Aug 2002 onwards- Working as a consultant in the field of Telecom and IT
- Apr 2002 to Jul 2002- Member (Technology), Telecom Communication & Ex Officio Secretary to the Govt of India, responsible for Telecom Engineering Centre, Centre for Development of Telematics (C-DOT), Wireless Planning & Coordination Wing (WPC), including Wireless Monitoring, and International relations including work relating to ITU & APT.
- Sep 2001 to Mar 2002- Advisor (Operations) Telecom Commission, responsible for overall planning for the telecom sector including satellite planning, issues relating to development, operations, security, new services in the telecom sector and administration of service PSU’s (BSNL, MTNL, VSNL & TCIL). Privatization of VSNL was processed during this period.
- Oct 2000 to Aug 2001- Sr Dy Director General (ML), DOT, responsible for the service PSU’s (BSNL, MTNL, VSNL. & TCIL) in the process of decision making at the strategic level as well as operation, maintenance, and security issues relating to telecom sector.
- Feb 1998 to Sep 2000- Sr Dy Director General (Sw), DOT, responsible for planning of large digital switches in the entire country, finalization of tender documents, tender evaluation, monitoring of supplies and project implementation, planning of national internet backbone, HDSL, ADSL, ATM, WLL, DLC and planning of new services like GSM cellular service, ISDN, MLLN etc.
- 1965 to 1998- Held important managerial positions in DOT relating to material management, project implementation, operation & maintenance, R&D, QA and staff relations.
Work Experience: Global
- Apr 1984 to Mar 1993: Worked in Saudi Arabia, Yemen Arab Republic, Ghana, South Korea, Iran, Japan, Turkey and USA for various durations on behalf of TCIL to manage telecom projects, quality assurance work, technical discussions on tenders etc. Worked as APT expert for Nepal Telecom Corporation during 1987.
